LUPPA is an ongoing program that operates in annual cycles, bringing together cities from across Brazil on a journey of training, exchange of experiences, and the development of public food policies. Each edition mobilizes local governments, civil society, and partners around a common goal: to strengthen healthier, more sustainable, and fairer food systems in their regions.

How an edition works

Each edition of LUPPA is structured as a collaborative learning journey, consisting of different complementary stages. Over the course of the one-year cycle, participating cities go through a process that combines learning, the exchange of experiences, and the practical development of solutions for their communities.

1. City selection

A public call for applications that brings together municipalities committed to the food agenda, prioritizing territorial diversity.

2. Assessment and preparation

Data collection and identification of the main challenges facing local food systems.

3. Training and exchange

Thematic seminars and online workshops that explore strategic topics in depth and foster exchange among cities.

6. Closing and follow-up

LUPPA Web marks the end of the cycle and outlines the cities’ next steps on the food agenda.

5. Mentoring

Technical cooperation between mentor cities and participating cities, strengthening the implementation of local policies.

4. LUPPA LAB

In-person gathering focused on immersion, collaboration, and joint development among participating cities.

ANNUAL CYCLE

Each edition empowers cities to transform their food systems in an integrated, participatory, and systemic manner.

What happens in each edition

Throughout the editions, LUPPA strengthens institutional capacities, fosters cooperation among cities, and supports the development of more integrated and effective public food policies.
