On September 15, LUPPA — Urban Laboratory of Public Food Policies held the fourth workshop of the program’s 5th edition, dedicated to developing what are known as Anchor Projects. The meeting brought together representatives of the participating cities to learn about the experiences of municipalities that have already gone through this process and to begin identifying priorities and challenges that can guide the development of their own proposals.

Held online, the workshop was led by Instituto Comida do Amanhã, co-implemented with ICLEI América do Sul, and began with a presentation of the Anchor Project concept and its relationship to the food systems agenda and municipal planning. The workshop also aimed to encourage exchange among cities and learning from concrete experiences.

During the meeting, representatives from Benevides (PA), Francisco Morato (SP), Arame (MA), and Abaetetuba (PA) shared their experiences and the paths they took in developing their Anchor Projects.

“Basically, our first Anchor Project was consolidating all of these practices. And our latest one complemented that process. In the writing stage, the process involved taking the indicators from the Department of Health, the Department of Social Assistance, and the Department of Agriculture itself, condensing those numbers and, based on them, developing actions and projects that could actually happen, bringing about change and providing food security within the municipality,” shared Kássia Ripardo, representative of the city of Benevides (PA).

From shared experience to local development

The program began with a presentation on what characterizes an Anchor Project. Next, the cities’ experiences offered a look at the different paths taken and challenges encountered in this process.

In the final stage, a plenary activity invited participants to identify which challenge each city intends to prioritize and to consider possible solutions. Among the proposed activities, municipalities were encouraged to reflect on what they would like to see change in their territories starting in 2027 and which initiatives could contribute to that transformation.

About LUPPA

LUPPA was conceived by Instituto Comida do Amanhã and is co-implemented with ICLEI América do Sul, with full support from Instituto Ibirapitanga, ITAÚSA, Infinis – Instituto Futuro é Infância Saudável, and Porticus, as well as institutional support from FAO Brazil – Food and Agriculture Organization of the United Nations.

The program brings together public officials and partner institutions with the goal of strengthening food systems governance, expanding access to healthy and sustainable food, and encouraging actions focused on local production, public procurement, and the fight against food waste and food insecurity, as well as promoting healthier food environments.

Applications are open until October 30 for the sixth edition of the Urban Laboratory of Public Food Policies (LUPPA), an initiative of Instituto Comida do Amanhã in partnership with ICLEI América do Sul. Considered the largest public food policy laboratory in the world, the program will select up to ten new Brazilian cities to support in strengthening public policies focused on food and nutrition security. LUPPA currently brings together more than 70 municipalities in a network of learning, exchange, and technical cooperation.

The selected cities will take part in a learning and technical support journey throughout 2027, with workshops, thematic seminars, diagnostic tools, access to databases and technical publications, as well as exchanges with other municipalities. The program also includes mentoring from cities and institutions that have already made progress in building food policies, and support for municipal teams throughout the edition. The program also calls for the development of an “Anchor Project,” aimed at creating or strengthening a city action related to the local food system.

One of the main moments of the program will be LUPPA LAB, a national gathering scheduled for the first half of 2027. The five-day event may include experience-sharing activities, technical visits, methodological support, debates, and facilitated group activities.

“Reaching the 6th edition of LUPPA is an opportunity to keep strengthening a network of municipalities that recognize the importance of looking at food systems in an integrated and systemic way. With each edition, we learn from the cities’ different realities and experiences and improve the way we support the development of public policies that are more coordinated, sustainable, and connected to the needs of each territory. This edition is an invitation for more municipalities to become part of this collective effort and to share with us and with one another their challenges, experiences, and paths to transforming local food systems,” says Maria Eduardo Lemos, public policy analyst at Comida do Amanhã.

The sixth edition continues the work LUPPA has carried out since 2021, bringing together municipalities at different stages of developing their food policies and strengthening cooperation among public officials, institutions, and organizations working in the field.

Territorial diversity and a focus on the Legal Amazon

As part of its commitment to territorial diversity, the call for applications reserves 40% of the spots, that is, four of the ten available spots, for municipalities in the Legal Amazon. The selection also considers territorial diversity among the participating cities and gives preference to municipalities that include territories of traditional communities, such as quilombola, Indigenous, and caiçara communities.

Including cities from the Legal Amazon is among LUPPA’s goals to promote exchange between different territories and broaden the participation of municipalities facing different challenges and with different experiences related to food systems.

According to the 2024 Continuous National Household Sample Survey (PNAD Contínua), 24.2% of Brazilian households were experiencing food insecurity, equivalent to 18.9 million households. The percentage represents a decrease from the 27.6% recorded in 2023.

How to participate

To participate, municipalities must fill out the application form and submit a letter of commitment signed by the mayor or deputy mayor. The application must also name at least two technical focal points from different municipal departments who are available to follow LUPPA’s activities.

The municipality must also provide information about the local structure dedicated to actions related to food systems, including departments or offices, teams, annual budget, and legal frameworks or action plans related to the topic. The call for applications also requires the nomination of a civil society representative through a Food and Nutrition Security Council or an equivalent body.

Applications for new cities remain open until October 20, at 11:59 p.m. More information and the full call for applications are available at: https://bit.ly/EditalLUPPA6

On August 11, the Founding and Election Assembly of the National Board of Municipal Food and Nutrition Security Officials (Colegiado Nacional de Gestores Municipais de Segurança Alimentar e Nutricional) took place. The event had more than 70 participants, who approved the bylaws and elected the first national board for the 2026–2028 term. Of the 13 members of the elected board, 9 are from LUPPA cities.

For Thais Barreto, director of Instituto Comida do Amanhã, this milestone reflects the maturing of ongoing work. “LUPPA is heading into its sixth edition and, over these years, we have worked to strengthen the quality of public food policies through a collective effort with more than 70 cities from every region of Brazil,” she explains. She highlights that, more than a group of cities, the lab has formed a true community of people and officials engaged in promoting the SAN (food and nutrition security) agenda.

It was in this environment of cooperation that the idea took shape. According to Thais, the proposal to institutionalize the Board to strengthen local actors arose spontaneously within the LUPPA community. “For us, it is essential to bring municipal government to the center of the discussion on the right to food and to think about concrete conditions for implementing a policy that is, by nature, intersectoral. We received this proposal with great pride, and serving as the secretariat for this initiative was a natural path for Comida,” the director adds.

The coordination took shape in a very practical way during LUPPA LAB #5, hosted in Caxias do Sul (RS) in May 2026. For Cristina Fabian, director of Food and Nutrition Security of the municipality in Rio Grande do Sul and elected regional vice-director for the South, the in-person meeting played a decisive role. “It was during this event that coordination among the municipalities was strengthened and the creation of the National Board was fostered,” she recalls. She emphasizes that regional representation on the new board is vital in such a diverse country, ensuring that “local particularities are considered in shaping national agendas, while at the same time strengthening the development of joint solutions”.

Collective effort and a focus on the territory

This plurality and focus on the territory are also pillars for Marcia Ribeiro, Executive Secretary for Food and Nutrition Security of Recife (PE) and newly elected president of the Board. For Marcia, LUPPA was essential in placing cities at the forefront of the discussion. “After all, it is in the municipality that policies happen, where challenges arrive first and where we need to find concrete answers for the population,” she highlights.

Looking ahead to the term now beginning, the new leadership seeks to structure SAN bodies and ensure that cities are effectively heard. The president points out that the goals include advancing the National Food and Nutrition Security System (SISAN), improving public food facilities, promoting family and urban farming, and encouraging public procurement. Marcia stresses that all of this depends on building permanent co-financing mechanisms and greater technical cooperation with state and federal governments.

The consolidation of the Board embodies a powerful synergy: LUPPA strengthens capacities and brings cities closer together, while the new body ensures the necessary political representation. As Thais Barreto anticipates, “the Board will be very important for connecting officials and building common agendas, strengthening the national SISAN and giving visibility to the role of municipalities in decision-making spaces at all levels of government”. An expectation shared by Marcia, who envisions, by the end of this term, “a more connected municipal network, strengthened officials and an agenda that truly reflects the diversity of Brazilian territories in the fight against hunger”.

On Tuesday, August 19, the Laboratório Urbano de Políticas Públicas Alimentares (LUPPA – Urban Food Policy Lab) held the fourth workshop of the program’s 5th edition online. The meeting brought together around 50 participants from the initiative’s member cities to reflect on the practice of municipal management of Food and Nutrition Security (SAN), focusing on the responsibilities of officials and the institutional conditions needed to coordinate and implement this policy in the territories.

In addition to representatives of the municipalities in the LUPPA community, the activity was also attended by Juliana Tângari, director of Comida do Amanhã; Ana Bárbara Zanella, regional technical analyst at ICLEI América do Sul; Márcia Vírginia Bezerra Ribeiro, president of the Board of SAN Officials (Colegiado de gestores de SAN) – remotely; and members of the program’s technical team.

The activity sought to understand, based on different municipal realities, what characterizes a person as a SAN manager and to what extent municipalities recognize the need for a specific administrative structure for this agenda. The discussions also aimed to produce input for deepening the agenda of institutional strengthening of municipal SAN management within LUPPA.

Dynamics

The first activity started with an open question to participants: “In your view, what characterizes a person as a municipal SAN manager?”. The idea was to begin the reflection without setting a definition in advance, allowing participants themselves to identify the attributes and capacities associated with performing this role.

Next, the activity “Who would you accredit?” presented five fictional situations involving different profiles of public officials. Participants assessed, through polls, whether each person could be recognized as a municipal manager of the SAN policy and then defended their choices in a plenary session.

The cases brought into discussion different combinations of formal position, responsibilities, intersectoral coordination, participation in municipal planning, relationship with SISAN (the National Food and Nutrition Security System), availability of staff and budget, and coordination capacity. For most participants, the exercise was essential to show that SAN management can take on different institutional configurations. “I am grateful for today’s knowledge and learning, it was very productive and I am leaving well equipped,” said Thalya Araújo, representative of Mãe do Rio (PA).

The third stage shifted the discussion from individual action to the administrative structure of municipalities. Participants answered the question: “For the municipal SAN policy to be effectively coordinated and implemented, does there need to be a specific SAN administrative structure in the municipality?”

Based on the answers — yes, no or it depends — the plenary discussed what a specific structure can make possible, in which situations it would be necessary, and what risks exist when SAN management is diluted within a structure whose main mission relates to another sectoral policy.

Juliana Tângari, director of Instituto Comida do Amanhã, emphasized that the aim of the workshop was not to arrive at a single definition of who the municipal SAN manager is, “but precisely to open up this question and understand the perception” of those present on the topic: “The discussions showed that talking about SAN management involves much more than the name of a position or the department where this role is located. We hope to leave with better questions and more elements to think about strengthening municipal SAN management,” she said in her closing remarks.

Stages

Throughout each edition, LUPPA is structured in different complementary stages: a training program, consisting of ten online seminars and workshops held throughout the year, which explore strategic themes for strengthening public food policies in participating cities; LUPPA Lab, an in-person stage of immersion and exchange among municipalities; and LUPPA Web, an online event streamed live on Instituto Comida do Amanhã’s YouTube channel, which marks the end of the edition and presents the initiative’s next steps.

Last Wednesday (29), the Laboratório Urbano de Políticas Públicas Alimentares (LUPPA – Urban Food Policy Lab) held the fifth seminar of the program’s 5th edition. Promoted by Instituto Comida do Amanhã and co-implemented by ICLEI América do Sul, the meeting was part of the training program of LUPPA’s 5th edition, an initiative that supports local governments in building public food policies focused on sustainability, food security and urban development.

Led by Instituto Jataí, the seminar brought together municipal officials from the network to discuss municipal public procurement and the use of municipal resources in favor of sustainable local development. During the seminar, participants discussed the tools available to municipalities to direct public procurement toward territorial development, including policies such as the National School Feeding Program (PNAE), the Food Acquisition Program (PAA), the mechanisms provided for in the new Public Procurement Law, and the use of the Contrata+Brasil platform as a management support tool.

Silves (AM) and São José do Egito (PE) presented different ways of integrating these tools into municipal policies, sharing the municipalities’ experiences in planning public procurement – work that involves coordination among different departments. With a view to strengthening family farming, it became clear that such approaches can expand the participation of local producers, streamline contracting processes and promote the circulation of income within the territory itself.

The potential of public procurement to promote local development was the highlight of this fifth seminar, which reinforced that structuring it well depends on setting clear objectives and aligning procurement policies with each municipality’s priorities.

From May 18 to 22, Caxias do Sul (RS) hosted LUPPA LAB #5, an edition that celebrated five years of the in-person stage of the Laboratório Urbano de Políticas Públicas Alimentares (LUPPA – Urban Laboratory of Public Food Policies). Bringing together more than 100 participants and representatives from 46 Brazilian cities, the meeting offered a five-day immersion dedicated to strengthening public food policies in the territories.

With approximately 40 hours of activities, the LAB featured workshops, group activities, mentoring sessions and technical visits, creating spaces for exchange among public officials, civil society organizations and representatives of the participating cities.

Throughout the program, participants engaged in in-depth debates on strategic themes for transforming food systems in a systemic way, following the model proposed by the Food and Agriculture Organization of the United Nations (FAO). The discussions also addressed Food and Nutrition Security (SAN) governance, strengthening the Sistema Nacional de Segurança Alimentar e Nutricional (SISAN – National Food and Nutrition Security System), recommendations of the Committee on World Food Security (CFS) and LUPPA’s position regarding international conferences and agendas.

In addition to the training activities, the meeting also focused on the collective construction of inputs for Cadernos LUPPA #5, an annual publication that brings together the lessons learned from each edition, and for a joint position of the participating cities regarding international conferences such as the Biodiversity COP17, the Climate COP31 and the Desertification COP17. The discussions bring together themes such as the monotony of food systems, strengthening agroecology and food governance.

For Kalizia Dalla Zen, director-general of the Municipal Department of Agriculture and Livestock of Caxias do Sul, hosting the meeting was an opportunity to strengthen the Food and Nutrition Security agenda in the municipality. “What motivated us most was seeing an engaged team, eager to show all the successful experiences we have in our municipality and the strengthening of Food and Nutrition Security. As a legacy, we want to show the importance of SAN in every sphere, working above all on intersectorality. Hosting an event of this size is very rewarding for us. We welcomed people, but we are also being very warmly welcomed,” she highlights.

Juliana Tângari, director of Comida do Amanhã

Over five editions, LUPPA has consolidated a network of cities, public officials, organizations and council members working on the Food and Nutrition Security agenda in different territories across the country. Beyond increasing the number of participants each year, the program has also deepened its work based on the demands and challenges raised by the municipalities themselves.

According to Juliana Tângari, director of Instituto Comida do Amanhã, the maturing of the community formed around LUPPA is one of the main results built over these five years. “We have greatly strengthened this space for discussing the themes that really matter to those on the front line, in cities, in municipal administrations, delivering services and guaranteeing the human right to food. But we have also greatly strengthened this community of public servants and Food and Nutrition Security council members who have been supporting one another over time,” she says.

Juliana also highlights the program’s “strength in representation” in expanding the participating cities’ capacity for coordination and political advocacy, including with the Federal Government and international organizations. “Today we have a need for advocacy with the Federal Government, with other governments and also with UN agencies, which did not exist in the past.”

Stages

Throughout each edition, LUPPA is structured in different complementary stages: a training program, made up of ten online seminars and workshops held throughout the year, which delve into strategic themes for strengthening public food policies in the participating cities; LUPPA Lab, the in-person stage of immersion and exchange between municipalities; and LUPPA Web, an online event streamed live on Instituto Comida do Amanhã’s YouTube channel, which marks the close of the edition and presents the initiative’s next steps. This structure seeks to broaden understanding of food systems and strengthen institutional capacities to transform food in cities.

About the Program

LUPPA is a collaborative platform and an ongoing learning program to support and enable cities to promote food policies with a systemic approach, in an intersectoral, coherent and participatory way.

On Wednesday (the 13th), the Laboratório Urbano de Políticas Públicas Alimentares (LUPPA – Urban Laboratory of Public Food Policies) held the second preparatory workshop of its 5th edition. The meeting brought together representatives of the participating cities, civil society organizations and the project’s technical team to discuss the challenges and potential of the Sistema Nacional de Segurança Alimentar e Nutricional (SISAN – National Food and Nutrition Security System) in the territories.

The activity focused on preparing participants for the collaborative activities of LAB #5, which will be held in Caxias do Sul from May 18 to 22, fostering spaces for peer exchange, active listening and the collective construction of solutions related to food and nutrition security in municipalities.

The workshop opened with welcoming remarks from Instituto Comida do Amanhã and ICLEI América do Sul, the organizations responsible for carrying out the initiative. During the meeting, participants attended a presentation by Thatiana Fávaro, acting general coordinator of the Extraordinary Secretariat for Combating Hunger of the Ministério do Desenvolvimento e Assistência Social, Família e Combate à Fome (MDS – Ministry of Development and Social Assistance, Family and Fight against Hunger), on updates and outlooks related to SISAN.

Next, Juliana Tangari presented LUPPA’s position on the reform of SISAN, contextualizing the main challenges of food governance in municipalities and the paths toward strengthening public policies for Food and Nutrition Security (SAN).

The workshop’s main activity took place in discussion groups, organized as conversation circles. The activity invited reflection on how SISAN manifests itself, or fails to, in the practice of municipal public management, addressing topics such as intersectoral governance, planning, social participation, coordination between departments and the continuity of public policies. Participants also shared experiences about the challenges municipalities face in implementing SAN actions, especially in contexts of food insecurity and institutional fragility.

“Throughout the activity, we wanted to discuss collectively what differences SISAN makes when it exists in a structured way in the municipality, what functions it fulfills in practice and what challenges still hinder its implementation and strengthening. The idea was not to give a lecture on SISAN, nor to assess technical or regulatory knowledge, but rather to create a space for exchange and reflection,” said Juliana.

With the aim of strengthening urban food policies through a systemic, collaborative and action-oriented approach, the LUPPA program – Laboratório Urbano de Políticas Públicas Alimentares (Urban Laboratory of Public Food Policies), considered the largest public food policy laboratory in the world – is holding the fifth edition of LUPPA LAB from May 18 to 22, in Caxias do Sul (RS). Conceived by Instituto Comida do Amanhã and co-implemented with ICLEI Brasil, the event brings together representatives from more than 40 municipalities and around 100 public officials from different regions of the country for an immersion focused on training and the exchange of experiences on the urban food agenda.

For LUPPA LAB #5, the initiative is co-implemented with the City of Caxias do Sul, sponsored by Caixa Econômica Federal and the Fundação Gaúcha dos Bancos Sociais, and supported by the Universidade de Caxias do Sul (UCS), UNIMED, PHD Guindastes, G. Paniz, RS Garanti, Roni Chaves, Vinícola Cantina Tonet, Elan Água, Swan Hotéis, Hotel Letto Caxias do Sul, TRI Hotéis, SEGH Uva e Vinho, Di Paolo Brasil and Artes Flores Móveis, in partnership with the Conselho de Segurança Alimentar e Nutricional (COMSEA – Food and Nutrition Security Council) of Caxias do Sul, the Câmara Interministerial de Segurança Alimentar e Nutricional (CAISAN – Interministerial Chamber for Food and Nutrition Security) of Caxias do Sul and the Fórum das Cozinhas Solidárias de Caxias do Sul (Caxias do Sul Solidarity Kitchens Forum).

“We have reached LUPPA’s fifth year, and over this time we have gathered an incredible group of cities committed to the food agenda. Caxias do Sul joined LUPPA with this commitment from day one, launched its first SAN (Food and Nutrition Security) Plan during this period, and today welcomes the LUPPA community not only to showcase the progress it has made on this journey, but to co-create and set the agenda for new debates and possible paths for Brazilian cities in building resilient and equitable food systems,” says Juliana Tângari, executive director of Instituto Comida do Amanhã.

The city of Caxias do Sul has taken part in LUPPA since 2024. “Hosting LUPPA LAB positions Caxias do Sul as a national reference in the debate on urban food systems and institutionally strengthens the local Food and Nutrition Security (SAN) agenda. In addition, hosting the meeting helps consolidate the food agenda as a strategic pillar of urban development, reinforcing its role in city planning and in formulating more integrated responses to contemporary social, environmental and economic challenges,” says Cristina Fabian Gregoletto, nutritionist at the Food and Nutrition Security Directorate of SMAPA, City of Caxias do Sul.

Since its creation in 2021, LUPPA has held four editions of LUPPA LAB – the first in a virtual format and the following ones in person: in São Paulo (SP), Curitiba (PR) and Barcarena (PA). The program currently brings together 65 municipalities from 18 Brazilian states.

Methodology

This year, the LUPPA LAB edition was structured as an immersive journey of learning, coordination and practical experimentation, aimed at strengthening municipalities’ capacity to plan, implement and communicate urban food policies in a systemic way – that is, connecting local actions to contemporary global agendas such as climate, biodiversity and the fight against hunger.

Priority themes include strengthening SAN governance, with an emphasis on the work of the Intersectoral Chambers for Food and Nutrition Security (CAISAN) in the territories; the challenges posed by migratory flows; advancing the agroecological agenda; and the resilience of food systems in the face of climate, economic and social events, thus recognizing municipalities as strategic actors in the transformation of food systems.

The program brings together collaborative workshops as spaces for collective construction, interactive activities and learning journeys, promoting interaction and integration among municipalities with different levels of maturity in food policy, as well as in-depth exploration of strategic themes for building innovative, place-based and concrete solutions. The methodological proposal also aims to value horizontal exchange between veteran and newly joined cities, encouraging the sharing of experiences, lessons learned and real public management challenges.

Program includes technical visits, workshops and exchange between cities

The official opening of LUPPA LAB #5 takes place on May 18, from 5 p.m., at the Casa de Cultura Percy Vargas de Abreu e Lima, with a special program that includes state and federal authorities and a conversation circle with representatives of municipal and state governments. Participants are expected to include Juliana Tângari, executive director of Instituto Comida do Amanhã; Rodrigo Corradi, director of ICLEI Brasil; Juceli Veadrigo, president of COMSEA Caxias do Sul; and Adiló Didomenico, mayor of Caxias do Sul.

Also on the 18th, the initiative will hold a political event to present the Agreement for the Implementation of an urban garden and community space for the development of community food production activities, with the active participation of local residents, establishing it as the largest urban garden in Brazil’s southern region and the third largest in the country.

On the 19th, participants begin the learning journey with technical visits to the municipality’s SAN facilities, including the Caxias do Sul Food Bank, and visits to other initiatives. “During the technical visit, participants will be able to learn how the Food Bank works in its operational and strategic dimensions, from the flows of receiving, sorting and distributing food to its place within the municipal Food and Nutrition Security policy,” explains Cristina, from the City of Caxias do Sul.

The LUPPA LAB program continues from May 20 to 22 at the Universidade de Caxias do Sul (UCS). On the 20th, the LUPPA LAB #5 program is dedicated to integration among participants and to deepening discussions on urban food systems. The program includes city introduction activities, bringing municipalities closer together and sharing their trajectories and food identities, as well as thematic rounds of experience exchange. The day also includes the consolidation of lessons learned, closing with panels that connect the local agenda to the international discussions of the Climate, Biodiversity and Desertification COPs.

“The COPs are major global negotiation spaces for setting targets, commitments and the direction of resources, and it is essential that food systems be recognized and integrated into this strategic agenda,” says Rodrigo Perpétuo, executive secretary of ICLEI América do Sul. “It is at the local level that the challenges of hunger, food waste, climate vulnerability and unequal access to adequate food are faced every day. Progress in integrating international agendas with territorial solutions in the field of food policy makes local governments not only implementers, but also protagonists in this process,” he adds.

On the 21st, which marks the World Day for Cultural Diversity for Dialogue and Development, the program focuses on a participatory workshop structured as a collaborative game, aimed at building and strengthening the Sistema Nacional de Segurança Alimentar e Nutricional (SISAN – National Food and Nutrition Security System). Activities include stages of diagnosis, solution development, adaptation to scenarios and structuring debates, closing with a plenary session presenting the proposals and lessons learned from the process.

On the last day (the 22nd), the meeting closes with a summary of the content covered during the immersion, promoting integration between mentor and mentee cities, a final sharing of lessons learned and the official closing of LUPPA LAB #5.

On Wednesday (the 29th), the Laboratório Urbano de Políticas Públicas Alimentares (LUPPA – Urban Laboratory of Public Food Policies) held the third seminar of the program’s 5th edition. Organized by Instituto Comida do Amanhã and co-implemented with ICLEI América do Sul, the online meeting brought together municipal officials from the network to discuss the challenges of food monotony and actions within cities’ reach to promote diversity in food systems. The event was supported by the Cátedra Josué de Castro (USP) and is part of LUPPA’s 2026 training program.

Addressing the concept and challenges of the triple food monotony, researcher Nadine Marques – nutritionist, with a master’s and PhD in Public Health from the USP School of Public Health and executive coordinator of the Cátedra Josué de Castro – presented an overview of food systems and their complex, network-based organization, and explained how the Green Revolution of the 1960s and the prevalence of techniques that expanded agricultural and livestock production in the post-war context continue to shape practices to this day.

In this context, the triple food monotony emerges – formed mainly by monocultures in agriculture; the prevalence of intensive breeds in livestock farming; and ultra-processed products in food. In addition, the expert also addressed the impact of the hegemony of corporate control over production in the countryside, which influences the availability of seeds, pesticides and production models that follow the logic of a few, but gigantic, private-sector companies.

The local counterpoint comes from agroecology and its practices. Highlights include seed diversification with the incorporation of heirloom (crioula) seeds, which are kept by traditional communities, bio-inputs instead of chemical fertilizers, integrated crop rotation and agroforestry systems. Prioritizing local species adapted to regional biomes to revive food cultures and de-intensifying poultry/pig farming, as well as moderately intensifying cattle farming with regulation of antibiotics, were also practices mentioned by the researcher throughout the webinar.

Among the experiences shared by participating cities in the effort against food monotony, the municipalities of Campinas (SP), Niterói (RJ) and Santarém (PA) brought local experiences to broaden the debate:

Mariana Maia, from Campinas (SP), presented the “Campinas Solidária e Sustentável” (Supportive and Sustainable Campinas) Program (Law 16.183/2021, 2024 Decree), which encourages agroecological urban agriculture with 253 registered gardens, providing 300,000 seedlings, compost, tool kits and water at a social tariff.

lbson Viana, from Niterói (RJ), detailed Law 3.766/2023, which prohibits the sale of ultra-processed foods and beverages in public and private schools; the law originated from research on childhood obesity and engages with solidarity kitchens and sustainable food workshops.

Vanderlina Maia, from Santarém (PA), shared the 2026 partnership with Emater-PA (via ICMBio in the Tapajós-Arapiuns Extractive Reserve), which offers rural technical assistance to 5,000 extractivist/riverside families, diversifying from cassava to vegetables/fruits.

The seminar reinforced that food monotony is not an individual choice, but a model rooted in the current agri-food system, whose alternatives and improvements involve agroecology and local coordination. By connecting theory and practice, the LUPPA seminar showed how Brazilian cities can lead the transition to more diverse, sustainable and fair food systems, with practical examples from Brazilian cities and their social, cultural and environmental contexts.

On Wednesday (the 25th), the Laboratório Urbano de Políticas Públicas Alimentares (LUPPA – Urban Laboratory of Public Food Policies) held the second seminar of the program’s 5th edition. Organized by ICLEI and held online, the meeting was part of the 2026 training program and brought together municipal officials from the network to discuss the role of local food systems policies in prevention, response and recovery in the face of extreme weather events.

Under the theme “The role of local food systems policies in prevention, response and recovery in the face of extreme weather events,” the seminar started from the observation that events such as floods, droughts and heat waves have directly affected territories’ capacity to guarantee regular and adequate access to food. In this context, the food dimension is still poorly incorporated into climate risk planning and management instruments at the municipal level.

The program began with a presentation by ICLEI, entitled “Food systems and climate risk management: the role of local policies in prevention, response and recovery based on the Urban Resilience Scorecard.” On that occasion, tools developed by UNDRR were presented, such as the Urban Resilience Scorecard, aimed at diagnosing and strengthening resilience in cities, and the Food Systems Scorecard, a thematic instrument that seeks to integrate food systems into risk management and urban planning. The presentation highlighted the importance of incorporating food systems into climate adaptation and risk reduction strategies, from an integrated perspective of sustainable urban development, in line with ICLEI’s work with local governments.

The seminar also featured presentations of municipal experiences. Porto Alegre (RS) shared lessons learned from the integrated work of different areas of public administration in the context of extreme weather events, highlighting the importance of institutional coordination. Teresina (PI), in turn, presented initiatives to tackle extreme heat and drought periods, with a focus on food security and supply.

Throughout 2026, LUPPA will continue to hold seminars and workshops for the participating cities, delving into strategic themes for strengthening public food policies at the local level.
