Applications for the fourth edition of the Urban Laboratory of Public Food Policies (LUPPA), run by Instituto Comida do Amanhã in partnership with ICLEI Brasil, have been reopened for cities in the Legal Amazon until November 15. Applications are open to Amazonian municipalities with populations between 10,000 and 1 million inhabitants, with four places available. Since 2021, LUPPA has brought together municipal officials from all over Brazil who are engaged in the agenda of healthy and accessible food systems. Territorial diversity is one of the most important elements of the exchange of experiences that LUPPA makes possible: by bringing together municipalities from all Brazilian biomes, the learning from exchanges between LUPPA cities draws on the unique perspectives and opportunities of each territory. For this reason, 40% of the places are reserved for cities located in the Legal Amazon. For Francine Xavier, director of Comida do Amanhã, this is an opportunity for Amazonian cities to get the support they need to handle their public food policies. “The participation of the Legal Amazon in LUPPA supports municipalities in addressing their challenges, opportunities and specificities in a coherent and participatory way to build public food policies that guarantee the well-being of Amazonian people together with the preservation of local socio-biodiversity,” she noted. Municipalities that join LUPPA have access to free seminars and workshops with partner institutions, support in developing local food policies and follow-up with the program’s mentor cities and organizations. In addition, every year they take part in LUPPA LAB, an in-person immersive gathering where municipal officials can exchange experiences and lessons with one another, with practical activities and tools to design food policies adapted to each municipality. Interested officials should read the call for applications and submit a completed form and a letter signed by the city’s mayor or deputy mayor, according to the templates available in the call for applications. Step-by-step guide to applying: 1. Read the call for applications with all the relevant information about the process; 2. Fill out the application form; 3. Attach to the form the letter of commitment following the template available in the call for applications; Interested municipalities should read the call for applications and submit a completed form and a letter signed by the city’s mayor or deputy mayor, according to the templates available in the call for applications. About LUPPA: LUPPA is a program of Instituto Comida do Amanhã, co-organized with ICLEI Brasil, with full support from Instituto Ibirapitanga, ICS – Instituto Clima e Sociedade, Fundação José Luiz Egydio Setúbal and Porticus, institutional support from FAO Brazil – Food and Agriculture Organization of the United Nations, and methodological partnership with Reos Partners Brasil.

In a report by the High Level Panel of Experts on Food Security and Nutrition (HLPE – FSN) launched this Tuesday, the 2nd, the Laboratório Urbano de Políticas Públicas Alimentares (LUPPA – Urban Food Policy Lab) was highlighted as a national network of cities.

The HLPE is an auxiliary body supporting the work of the UN Committee on World Food Security that each year focuses on a theme and releases a report with technical analyses and public policy recommendations. This year, following in the footsteps of the 2023 “State of Food Security and Nutrition in the World” (SOFI) report, the chosen theme was urban and peri-urban food systems and the context of growing global urbanization, with the goal of achieving food and nutrition security for the populations living in these areas. The report presents an in-depth analysis of the challenges and opportunities, showing how peripheral areas have a significant impact on food systems, influencing production, distribution and consumption patterns worldwide.

In addition, the report also highlights the importance of multi-level, multilateral, multi-stakeholder governance and the relevance of city networks in supporting municipalities to advance in the management of food systems, citing LUPPA as an example. LUPPA is the largest food policy lab in the world, a program of Instituto Comida do Amanhã co-implemented with ICLEI Brasil, with the goal of facilitating the development of integrated, participatory municipal food policies with a systemic approach.

For Juliana Tângari, director of Comida do Amanhã and coordinator of LUPPA, this recognition acknowledges the relevance of the work LUPPA is carrying out in Brazil. “Like IPES-Food in 2023, the HLPE recognizes the relevance of support networks for cities, especially national city networks, and, like IPES-Food, cites LUPPA as an example of a support and facilitation mechanism for cities. Once again LUPPA is included in a short list of examples worldwide, being the only one from the Global South, which shows the relevance of the work we are doing here,” she highlighted.

This report is an important tool for policymakers, researchers and stakeholders dedicated to ensuring food and nutrition security in the context of rapid urbanization. Access the full report.

With the theme “Comida no Centro da Mesa da Agenda Municipal” (Food at the Center of the Table of the Municipal Agenda), representatives from 37 cities, including 32 participating cities and 5 mentoring cities, attended the 3rd edition of LUPPA LAB, which took place in the city of Curitiba from March 19 to 22, for a journey of learning and exchanging experiences on the urban food agenda. The event was organized by the Comida do Amanhã Institute in coordination with ICLEI South America and Curitiba City Hall, through the Municipal Food and Nutrition Security Department (SMSAN).

During this four-day event, the LAB brought together more than 100 people, including municipal managers and representatives of civil society, and discussed, using agile methods and group dynamics, food systems and the climate emergency, the agroecological transition of local production, agroforestry systems, public procurement, intersectoral governance of food policies, specific resources and funding for food systems actions, Food and Nutrition Security (SAN) equipment and the fight against Food and Nutrition Insecurity (INSAN).

At LUPPA, cities find a safe space to share their challenges, and help each other, but also share their good practices and progress. For Edson Cardoso, Barcarena’s Secretary of Agriculture, the great discovery that the LAB brings to the cities is that the SAN challenges are not just in their territories. “They are in various territories throughout Brazil, but we have a common goal, which is to fight hunger and produce ways to guarantee food and nutrition security for people,” he said.

During this 25-hour journey, the participants immersed themselves in content that strengthened their capacities to develop public policies in a participatory, multi-sectoral and integrated way, with systemic thinking and aligned with global challenges and local needs and possibilities.

“Although the main exercises we want to develop in the lab are repeated every year, each edition is a great surprise and we are thrilled to see the sharing that takes place, the bonds that are forged and the alliances that are formed. The Lab serves to accelerate initiatives and ensure that we can identify innovations and inspirations happening throughout Brazil,” said Juliana Tângari, director of Comida do Amanhã.

The mentee cities were also selected during these days. Mentoring sessions are a form of close technical cooperation in which knowledge can be acquired much more deeply, and a more in-depth exchange can take place between mentoring and mentee cities. The mentoring sessions will take place in the cities of Curitiba, São Paulo, Osasco, Belo Horizonte and Recife between April and July 2024.

Sharing both success stories and the challenges faced makes it possible to establish a learning environment that goes beyond the theoretical, with those who have learned through practice. “There is an exchange, a synergy in a horizontal way and not a hierarchy between the cities, there are just different moments that the cities are going through in food security policy,” said João Perez, Executive Secretary for Food and Nutrition Security, Sustainability and Social Innovation of Osasco, LUPPA’s mentoring city.

LUPPA is thus an intense journey, beyond the LAB, intending to put cities at the center of the debate on the food agenda, making them protagonists and supporting them to develop their food strategies in an integrated, intersectoral way, with social participation.

About LUPPA:

Last Monday, April 15, the mentoring sessions offered with the support of LUPPA’s mentor cities began, and they will continue until July of this year. Mentor cities are cities that have already matured and advanced their food and nutrition security planning and can therefore contribute their accumulated expertise and experience to the participating cities.

The mentor cities of the program’s 3rd edition are Belo Horizonte, Curitiba, Osasco, Recife and São Paulo, and the mentee cities were selected during LUPPA LAB #3, held from March 19 to 22, 2024 in Curitiba. Belo Horizonte will work with Careiro, Portel and Nova Lima, Curitiba with Araucária, Itajaí and Caxias do Sul, Osasco with Mãe do Rio, Campinas and Caruaru, Recife with Caucaia, Jaguaretama and João Pessoa, and São Paulo will mentor Alenquer, Maricá and Palmas.

The mentoring methodology seeks to build a learning space among municipal government officials and other actors in urban food systems. For the director of Comida do Amanhã, Juliana Tângari, mentoring can also spark partnerships between cities: “We later find out that they are making parallel, bilateral agreements, visits. It’s really great to see this environment of cooperation being created and strengthened,” she commented.

The mentoring consists of 4 virtual workshops of approximately two hours each. The first meeting is for introductions and alignment, and the methodology of the following meetings is to build a space for mutual learning among municipal officials, technical cooperation and exchange of experiences.

Sharing both success stories and the challenges faced makes it possible to establish a learning environment that goes beyond theory, with those who have learned in practice. For João Perez, Executive Secretary of Food and Nutrition Security, Sustainability and Social Innovation of Osasco, mentoring is an environment of a great deal of sharing. “The experience is very successful. Osasco, despite being a mentor city, has learned a lot from the mentee cities. There is an exchange, a horizontal synergy, not a hierarchy between cities,” he highlighted.

From March 19 to 22, Curitiba will host the 3rd edition of LUPPA LAB, an event where municipal officials from many parts of Brazil will dive into the urban food agenda, share their progress and challenges with other cities, and acquire tools that strengthen their food policies. The event is organized by Instituto Comida do Amanhã, co-organized with ICLEI América do Sul and the City of Curitiba, through its Municipal Department of Food and Nutrition Security (SMSAN).

LUPPA LAB is one part of the LUPPA journey, the world’s largest food policy lab, which comprises a collaborative platform and an ongoing learning program to support and help cities advance food policies with a systemic, intersectoral, coherent and participatory approach.

For Juliana Tângari, director of Comida do Amanhã, it is a joy to land in Curitiba for the 3rd edition of LUPPA LAB. “We hope the participants of this gathering will go home with a suitcase full of ideas and relationships that will help them for many years to come in fulfilling their duties and ideals in their cities,” she said.

Each edition of LUPPA lasts one year, with activities that include workshops, seminars, exchanges of experience, the development of a diagnosis of each city’s urban food system, livestreams open to the public (LUPPA web) and a cycle of mentoring between participating cities and the program’s partner cities, known as mentor cities, where a great deal of exchange and learning takes place. The lab currently has 43 participating cities, spread across 18 states in all 5 Brazilian regions, totaling more than 14 million inhabitants.

“Food systems are a great opportunity to transform cities, especially in the context of climate change and the urgency of access to healthy food in adequate quantity and quality. LUPPA and the Food Compliance Portfolio reflect our capacity to transform food systems into more sustainable, fair, resilient and circular systems,” highlighted Rodrigo Perpétuo, Executive Secretary of ICLEI América do Sul.

For the first time in Curitiba, a LUPPA mentor city and a partner of the project since its 1st edition, the event will take place at two venues in the city – the opening at the Memorial de Curitiba and the remaining days at the Mercado Municipal (Municipal Market) – and will also include technical visits to Curitiba’s Food and Nutrition Security (SAN) facilities so that participants can learn about and be inspired by the city’s well-established experiences.

According to Luiz Dâmaso Gusi, Municipal Secretary of Food and Nutrition Security, it is an immense source of pride for the City of Curitiba to be the inspiring city and the setting for this grand edition of LUPPA LAB. “We are offering the opportunity to foster an environment of exchange covering every dimension of knowledge during LUPPA, with emphasis on guided visits to the city’s various SAN facilities, which are the result of a remarkable portfolio of urban SAN public policies, recognized and awarded nationally and internationally,” he highlighted.

In all, the LAB expects to bring together around 150 people, including municipal officials and civil society representatives, to put food at the center of the municipal agenda.

LUPPA LAB #3, the world’s largest public food policy lab, will take place from March 19 to 22. During the event, representatives from 38 Brazilian cities will gather to discuss the issues on the urban food agenda. This year’s edition is co-organized by the City of Curitiba, Paraná, host city and LUPPA mentor since the 1st edition. The opening, for guests, will be at 4 p.m. at the Memorial de Curitiba, and the remaining days will take place at the Curitiba Municipal Market, from 9 a.m. to 6 p.m., exclusively for representatives of LUPPA cities.

The program of the 3rd edition of the event includes round tables with municipal authorities, experience-sharing workshops, a diagnosis workshop, a workshop focused on developing a Food and Nutrition Security (FNS) plan, and visits to Curitiba’s FNS facilities.

The city of Curitiba has advanced FNS policies, with a series of programs, projects and actions ranging from food production to consumption, seeking to strengthen food systems and encompassing all aspects inherent to the act of eating. The implementation of Curitiba’s FNS facilities and actions began in 1958 with one of the buildings that will host this year’s LUPPA LAB, the Municipal Market.

About LUPPA LAB

The LAB is the main stage of the entire LUPPA journey, which has been running since 2021. Participating cities will be able to truly immerse themselves in the urban food agenda and move forward with their policies and programs from a systemic, intersectoral and participatory perspective. This year’s edition objectives are:

Strengthen cities’ capacities to build, develop or improve FNS Plans that are systemic, intersectoral and participatory

Learn about LUPPA’s approaches and tools and develop capacities for listening and dialogue, systems thinking, intersectoral action and collaboration

Venues chosen for LUPPA LAB #3

The venues chosen for the event days are significant in Curitiba’s local history: the Memorial de Curitiba, where LUPPA opens, was founded in 1996 and is one of the city’s cultural centers. The space is used for seminars, lectures, workshops, conferences, events and other activities. The building also houses paintings by Curitiba-born visual artist Sérgio Ferro about the formation of the city, the Mirante Marumbi and the Teatro do Memorial.

The Municipal Market has existed since 1958, is the city’s oldest food and nutrition security facility and one of the largest organic food retail centers in Paraná: it is home to restaurants, fish shops and the country’s first certified organic butcher. In addition to pesticide-free food, the market brings together local handicraft shops, a shoemaker, home decor and clothing stores, and Japanese cuisine establishments. On weekends, the space is filled with live music and dance performances.

Mapa LUPPA |

Every year, the United Nations Climate Change Conference brings together all UN member countries to discuss strategies and establish agreements to contain global warming. Between November 30 and December 12 this year, the 28th edition of this Conference, COP 28, will be held in Dubai, in the United Arab Emirates.

Brazil will be one of the countries with the most eagerly awaited and prominent participation, both because of the political resumption of environmental commitments from the Brazilian Government, and also because of the global importance of the alternatives forged by the state and sectors of civil society with a focus on mitigation, adaptation and containment of the climate crisis in its various biomes and territories, especially the Amazon. The Brazilian delegation at COP 28 will be made up of state and civil society representatives, and the Lab on Urban Food Policies – LUPPA – will be part of this delegation through the face-to-face participation of Comida do Amanhã Institute, as well as representatives from ICLEI South America.

Aware of the importance that the topic of food systems will have at the COP, LUPPA has prepared itself to bring its contribution to the discussions on food systems, based on the experience accumulated in the three editions of the laboratory and the recognition of its work in the 2023 State of Food Insecurity in the World (SOFI) report, produced by the United Nations to monitor the progress of SDG 2. This report recognized the laboratory as a successful experience in the search for solutions based on urban food systems.

Food systems, from food production to food consumption, occupy a central place in the COP discussions, especially considering that these systems are responsible for a third of global greenhouse gas (GHG) emissions, according to the latest report by the Intergovernmental Panel on Climate Change (IPCC). Even though they are part of the challenges to be overcome in the climate crisis, food systems are also negatively affected, which poses a threat to global food security.

In Brazil, this scenario is even more challenging, as food production is directly related to deforestation and is responsible for around 74% of the country’s greenhouse gas emissions. According to a study released by the Climate Observatory last October, 78% of Brazilian emissions from food production are caused by the beef production chain.

No action to mitigate, adapt to or reduce the climate crisis can be implemented in time to meet the goals of the Paris Agreement without taking into account the important role of food systems. They offer mitigation opportunities in crop and livestock production, with low-carbon agriculture, healthy and sustainable diets, balanced use of land and other natural commons for human needs, reduction of food loss and waste, among others. The greater ease of implementing these initiatives in the short and medium term, coupled with a lower cost and immediate benefits for human health and the environment, are some of the many advantages of investing in and prioritizing these discussions at COP 28 and in the resulting agreements.

The common demands between cities and the international community are gaining importance in this year’s COP program, which has a new feature. While the heads of state are meeting on December 1 and 2, there will also be a summit of more than 2,000 cities represented by their mayors. December 10 is reserved for the theme of food, agriculture and water.

On November 1st, a workshop was held with the aim of building a LUPPA position for COP 28. The representatives of the municipalities chose and debated three themes that they consider to be priorities for addressing the challenges and demands between the cities and the international community with regard to food systems. The first is on “Promoting urban and peri-urban agriculture and combating food loss in the Brazilian NDC”. The second theme concerns “Climate Adaptation, Food Security and Financing”. And the third theme deals with “Sustainable Agriculture allied to Food Sovereignty and Sociobiodiversity”.

RECOMMENDATIONS FROM LUPPA TO COP 28

The (Brazilian) Lab on Urban Food Policies – LUPPA is a collaborative platform and a continuous-learning program to support and facilitate cities to promote food policies with a systemic approach, in an intersectoral, coherent, and participatory way. In it, representatives from almost 50 municipalities in Brazil come together to work on building an integrated food systems agenda in their cities, covering a spectrum of policies ranging from fighting hunger to addressing climate emergency, including income generation, human rights, nutrition education, healthy food environments and sustainable regional development, as well as many other food policy issues.

A public policy laboratory responds to the need to increase the number of cities drawing up strategic long-term food policies and to accelerate transformative processes starting with local government and local governance. It also responds to the need to expand the sources of data and information on local food systems and their relevance to global transformations.

LUPPA was highlighted as a blueprint of innovative solutions in the United Nations’ 2023 State of Food Insecurity in the World (SOFI) report, that monitors the progress of SDG 2.

Currently in its 3rd edition, 43 cities from 18 states and all regions of Brazil are taking part in LUPPA, comprising more than 14 million inhabitants, as well as the support of 6 “mentor” cities – Belo Horizonte, Curitiba, Osasco, Recife, Salvador and São Paulo.

A program like LUPPA responds to the need to implement the “Race to Zero” and “Race to Resilience” campaigns, called for by the “UN Climate Change High Level Champions” and the “Marrakech Partnership” – a commitment mechanism for sub-national entities and non-state actors – and especially the Non-State Actors Call to Action for Transforming Food Systems for People, Nature, and Climate.

The following recommendations respond to the Calls to Action and Campaigns that aim to accelerate the transformation of Food Systems, with social justice and respect for the singularities of the Global South:

Recommendations for the International Community

I) Promoting urban and peri-urban agriculture and combating food loss and waste as a Brazilian commitment:

The international community must recognize that urban and peri-urban food production in ecological models is essential for the configuration of sustainable food systems, taking into account the benefits of promoting short food chains, producing sustainable and healthy food, generating income and reducing the carbon footprint of food production. International community and Member States must ensure that municipalities and local governments have the support to (i) develop public urban agriculture facilities for local food production, through urban gardens and the use of public spaces (gardens, flowerbeds, land), (ii) provide technical assistance, training activities, supply of tools, manufacture and donation of inputs (compost, plant seedlings, seeds) to local food producers, as well as (iii) public facilities for the reuse and reduction of food waste (food banks, public canteens). Finally, the Brazilian government shall recognize the reference to urban and peri-urban agroecology as a strategy for implementing the Brazilian NDC.

II) Climate Adaptation, Food Security and Financing:

In a scenario of ongoing climate change adaptation challenges, people’s food security depends on the adequate incentives given to food producers, especially small-scale producers or family farmers and traditional communities. These producers must not give up producing food. Action must be taken to prevent food losses and ensure food supply. The international community therefore needs to invest in six strategies: 1) family farmers’ secured access to water and land; 2) agroecological education, not only in terms of food production, but also in terms of consumption (food program menus and incentives for marketing agroecological, local, native, adapted foods), i.e. raising awareness of food education based on the need for climate adaptation; 3) fair remuneration for family farmers and incentives to mitigate the risk of food production amidst adverse climatic events, in particular harvest insurance mechanisms in the event of production losses (such as the Brazil federal government’s “Garantia Safra”); 4) minimum food processing facilities to reduce the risk of fresh food losses, by producing dehydrated fruits & vegs, pulps, flours, sauces, etc.; 5) cool food logistics to address the risk of loss due to rising temperatures; 6) co-financing and multi-level coordination among governments: a food security fund for municipal authorities management should be created to act in scenarios of extreme climatic events, co-financed by all levels of government, including international support.
III) Sustainable Agriculture combined with Food Sovereignty and Sociobiodiversity:
Brazil and other Member States must give incentives to agroecological transition of food production as an alternative to the current predominant model of conventional food production, since sustainable agriculture prioritizes the long-term maintenance of natural resources and productivity, with minimal negative impacts on the environment, bringing adequate returns to producers and healthy food for human well-being. To that, public policies aimed at environmentally sustainable agriculture and peasant agriculture shall be promoted, ensuring (i) funding for social technologies not based on the use of fossil-based inputs or agrochemicals, (ii) low taxation for fresh food and fair taxation for agrochemicals, (iii) tax incentives for family farming, (iv) food procurement of sustainable food production, (v) specific food outlets and public spaces for marketing local sustainable food production. All that aiming to ensure rural succession and knowledge transition to new generations of family producers. Food and nutritional security policies shall combine with environmental policies, encouraging an agro-ecological transition and family farming increase.

* * *
Faced with such a serious and urgent scenario of a global climate crisis, and aware of the responsibility of government and civil society to prevent it from worsening, the main message taken to the COP 28 is:
“Brazil united in its diversity, on the road to a sustainable future. Food systems must be part of global solutions for the climate and humanity, and the international agencies and organizations that promote funding and cooperation in the context of climate change have a fundamental role to play in acknowledging such tematic convergence.”
Sub-national and local contexts shall be considered, through calls for proposals that take into account the logic of public policy systems and local projects. We are counting on you to win this battle!
